I think it should be allowed. But it wont even come to that because he simply won't accept. He doesn't want to lose that HOF placement. It is his be all and end all, It is his fall back, his only comeback. He is Lex Luthor (Bald as fuck) His HOF is his Kryptonite and we are.......

you should put more on the table
hes losing a HOF title youre just gunna get a ban .. and probably not a long one .. plus youre just newly active anyways so its not like youre losing alot
the stakes should be equal or Felon has every right not to accept
