September 2019 Audio Scheme tournament sign ups

Just an update:

This didn’t run in September due to the change over with rankings and also the audio recorder needing to be fixed (mainly for mobile) and also now with seasonal rankings and tournaments, the normal yearly tournament set up also had to be changed from the previous structure to a new one.

I will get this up and running just after the LBA that @Rai has underway as to not over shadow one audio competition for the other.
