If any one of you came to me and said, "I have this guy blocked. He isn't supposed to be able to vote on my battles" I would almost certainly remove said vote.
As far as why kw0n, who Odin says is blocked, was able to vote on said battle twice despite being blocked I don't have a definitive answer for that. You guys know as well as I do that the site bugs and glitches on the most random shit sometimes. Kw0n wasn't even the only blocked person who was able to vote on a tourney battle. My suspicion is that it being a tournament has something to do with as they are completely separate from the normal battle system. The fact that he was able to immediately vote again after I deleted said vote kind of proves that it wasn't Odin saying he had the guy blocked, the vote being deleted and oh he can't vote now. Because it happened twice I'm more inclined to believe he was blocked the whole time.
If it were up to me blocking would apply to everything BUT battles since people voting in a bad manner is a moderator and above issue. Not a user issue. That's just my opinion though.

If Kwon meant to be blocked and votes not counting, why did the votes from Kwon in Odins last 2 tourney battles FOR him not get deleted too? But the one AGAINST him was deleted?

I don't have an answer for you other than they weren't reported on those battles.
I can say that deleting those votes would not have affected the outcome of those battles in either way. Honestly, I don't believe that the vote in question was going to have any affect on the battle at hand either. What we're talking about here is a 2 point difference. Now, I do understand your point of view entirely. It certainly doesn't look great but I don't really think there was anything nefarious going on with the removal request. That's just my opinion though.
